I have some xvid encoded movies and i was wondering if there was a way to increase the volume without re-encoding the video?

Grab VirtualDub, you can set it to only modify the audio track and leave the video track alone. http://virtualdub.sf.net

Have you got the volume limiter thingy switched on in the settings menu? If so, try turning that off and see if you still feel the need for increasing the volume. .
